MOORESVILLE WOMEN’S GOLF ASSOCIATION BYLAWS
ARTICLE I
The name of this organization shall be the Mooresville Women’s Golf Association (MWGA).
ARTICLE II – MISSION
The mission of the MWGA is to provide an opportunity to enjoy the lifetime game of golf. MWGA welcomes women who enjoy playing golf and encourages women to join the MWGA. We support our members’ desire to improve their golf game by providing challenging and fun competition and to ensure the rules of golf as established by the USGA are consistently followed. By this we strive to expand everyone’s knowledge of the game while providing an atmosphere of fun and the ability to socialize and network with other women.
ARTICLE III – MEMBERSHIP
Section A – Membership Requirements
Any woman (18 years or older), who meets the eligibility requirements, may join the MWGA upon payment of the MWGA annual dues. Golf Membership dues for the following year are payable at the Closing Meeting in November or submitted to the Treasurer no later than December 1st of that same year. Failure to pay dues after this date will result in a loss of membership and removal from all MWGA events that currently have a Waitlist providing an opportunity for eligible women on the Waitlist to join. Dues are collected by December 1st to ensure that a budget for the next fiscal year can be presented at the Opening Meeting in February.
Women are eligible to join the MWGA if they have an active established handicap with a maximum index of 36.0. Current members may renew regardless of handicap index.
The MWGA has a maximum membership capacity. Because the Mooresville Golf Club (MGC) is a municipal golf course, the MGC must be sensitive to the needs of its leagues, associations, and other patrons. Therefore, it must limit the number of times available for the MWGA.
Once the MWGA reaches its maximum membership, a Waitlist maintained by the Membership Chair will be implemented. Any current MWGA member leaving the MWGA will notify the Membership Chair indicating when her last day of play will occur. This will allow the Membership Chair to add new members that may be on the Waitlist.
Section B - Social Membership
A social membership is available to women who simply want to enjoy the companionship within our golf community. Social members are allowed to attend the Opening, Mid-Season, and Closing Meetings; however, they will not have voting privileges. In addition, social members may participate in any Lunch After Golf (LAG) event. They may also sign up to play in a maximum of three (3) Play Days each season if there is no Waitlist on that day. Social Membership does NOT include any Foothills or Lake League events, any MWGA Game Day events, or any Special Events.
Social Membership dues for the following year are payable at the Closing Meeting in November or submitted to the Treasurer no later than December 1st of that same year. Failure to pay dues by this date will result in a loss of Social Membership and removal from all MWGA events.
Section C – Recording Scores in GHIN
Timely submission of scores by a player allows for responsive updates and provides a real-time measure of the player’s golfing ability. The expectation of the USGA and the MWGA is that members will post all acceptable scores the SAME day they are played. For posting purposes, the maximum score (adjusted gross score) for each hole played is limited to a net double bogey. For additional information, please refer to the 2020 WHS Rules of Handicapping Rule 4.
ARTICLE IV – OFFICERS
Section A – The officers of the MWGA and the Executive Board shall be President, Vice President, Secretary, Treasurer, and previous President Ex-Officio. Each member has one vote unless a tie breaker is required. If a tie breaker is required, then the President may vote a second time.
Section B – All officers retiring from office shall within thirty (30) days deliver all money, records, papers, and other property belonging to MWGA to their successors. Newly elected officers shall assume their duties immediately following the election meeting. A
term is two years. Serving two or more consecutive terms is at the discretion of the elected officer with the approval of the general membership.
Section C – Should a vacancy occur in the office of the President; the Vice President shall take over for the remainder of the term. Should a vacancy occur in the office of the Vice President, Secretary, Treasurer or the previous President Ex-Officio, the President will appoint a replacement for the remainder of the term.
Section D – The Nominating Committee:
ARTICLE V – DUTIES OF OFFICERS
Section A – President: The President shall preside at all meetings of the MWGA and the Executive Board and perform all duties incident to her office. At the President’s discretion she may be an ex-officio member of any committee except the Nominating Committee. The President shall have authority to sign for the MWGA funds.
Section B – Vice President: During the absence or inability of the President to act, the Vice President shall perform the duties of the President. The Vice President shall be Chairman of the Nominating Committee, New Member Mentoring Committee, and any other duties as assigned by the President.
Section C – Secretary: The Secretary shall maintain the Master Membership email list as provided by the Treasurer; forward all Executive Board, Membership and MWGA communications to the membership; and take, distribute, and maintain minutes from all MWGA meetings. The Secretary shall ensure Executive Board records are accurate and up to date including MWGA Bylaws and Standing Rules. The Secretary shall be notified of all No Shows and improper cancellations for all events.
Section D – Treasurer: The Treasurer shall prepare a proposed annual budget recommended by the Executive Board to be presented for MWGA membership approval at the Opening Meeting in February; keep full and accurate accounts of all monies received; and shall deposit same in the name and to the credit of the MWGA in such depositories as she and the President of the MWGA may agree upon. The Treasurer shall disburse all monies under the direction of the Executive Board. Prior approval by the Board is required for all requests that are 10% above the budgeted amount.
The Treasurer shall present a report at each meeting on the financial affairs of the MWGA, and she shall make a report whenever requested by the Executive Board to that body. The fiscal year shall run from January 1st to December 31st. After the November Closing Meeting the outgoing Treasurer will assist the incoming Treasurer to close the books for the fiscal year and present the final report to the Financial Committee for approval.
Section E – President Ex-Officio: The President Ex-Officio shall attend Executive Board Meetings and serve as an advisor to the President and Officers.
ARTICLE VI – MEETINGS
Section A – The President shall call no less than three MWGA meetings each year. They shall be the Opening Meeting on the third Thursday in February, a Mid-Season Meeting, and the Closing Meeting on the second Thursday in November.
Section B – The President shall call additional meetings when deemed necessary.
Section C – A quorum shall consist of the simple majority of the current/active members present.
ARTICLE VII – COMPETITIONS
All competitions of the MWGA shall be played in accordance with the rules of golf as adopted by the USGA with the exception of such local rules of Mooresville Golf Club (MGC) or any special conditions laid down by the Competition Committee Chairs in accordance with these bylaws. The MGC golf professionals shall interpret the rules of golf and decide all disputed points.
ARTICLE VIII – STANDING COMMITTEES
Section A – Awards: The Awards Chairperson shall be responsible for determining awards; recording the recipients of lifetime achievement awards, e.g., “Broke 80, 90,100” and updating the engraved plaques. She shall present the awards for Ringer Board Scores, Most Improved, and the most Birdies, Eagles and Chip-In’s, and any Hole-in-One awards at the Closing Meeting.
Section B – Facebook Administrator/Club Photographer/Historian: Chairperson(s) shall be responsible for taking pictures at MWGA and league events, creating an annual photo file and maintaining the annual photo file on the MWGA Facebook Page.
Section C – Financial: The Financial Committee shall be comprised of MWGA Members that include at least one Executive Board member, as determined by the Board President, who is not the Treasurer for auditing purposes. During the auditing process the Treasurer will make herself available to answer any questions. The Executive Board Treasurer’s Financial records shall be delivered to the Financial Committee twice a year for audit: 30 days prior to the Mid-Season meeting, 30 days prior to the Closing Meeting and whenever deemed necessary by the Executive Board.
Section D – Handicap: The Handicap Chairperson shall act as a liaison between the MWGA and the MGC Handicap Chairperson. The Handicap Chairperson will verify that all MWGA scores are posted on the current USGA System and will also verify that all MWGA sponsored event scores are posted. The Chairperson will contact any member who fails to provide a score for posting or does not post a score in a timely manner after the event (2020 WHS Rules of Handicapping Rule 7).
The Handicap Chairperson will also explain to each new member how to adjust and post scores. The MWGA Handicap Committee Chair, in conjunction with the MGC Professional, will have the authority to post all scores not posted by an individual when playing in an MWGA event. A notice will be given to members when the season begins of any changes in the method(s) of posting scores and any other pertinent information contained in the Membership Handbook.
Section E – Membership Handbook: The Membership Handbook Chairperson shall be responsible for the updating of the annual digital Membership Handbook.
Section F – New Member(s) Mentors: The New Member Chairperson or committee member shall be responsible for introducing and orienting new members to the MWGA, familiarizing them with Play Day and League sign-ups, Ringer Board, Birdies, Eagles, Chip-Ins, and Hole in One log, Milestone Achievement log, assigning new members to mentors, MWGA events, eligibility for League play, etc. Each new member will be contacted by the Handicap Chairperson to understand how to adjust and post scores.
Section G – Social Committee: The Social Committee shall organize the Holiday Party, Lunch after Golf, and any other social activities that encourage member fellowship.
Section H – Sunshine Committee: Chairperson shall be responsible for coordinating any get-well activities and correspondence.
Section I – MWGA Competition(s): The following Competitions will be planned and conducted in accordance with USGA Rules: Carolinas Ladies Play Day, MWGA Championship, and the Foothills two (2) Day Competition (when/if applicable). These scores are to be posted as Competition rounds. Chairpersons shall be responsible for scheduling, coordinating, communicating, securing, and awarding prizes.
Section J – All MWGA sponsored events will be conducted in accordance with USGA Rules and applicable Local Rules with a maximum handicap of 36.0 allowed.
Section K – Foothills League: The MWGA Representatives shall be responsible for registering participants with their GHIN for each monthly event and forwarding to the host club. They shall plan and conduct all competitions in accordance with USGA Rules and League rules when MWGA is the host club. They will send Foothills' winner's names to the MWGA Secretary for distribution.
Section L – Lake League: The MWGA Representatives shall be responsible for registering participants with their GHIN for each monthly event and forwarding to the host club. They shall plan and conduct all competitions in accordance with USGA Rules and League rules when MWGA is the host club. They shall verify attendance, points, and send results to the membership and the MWGA Secretary after each Lake League event. If necessary, they shall keep a Waitlist of MWGA members who wish to join the League when an opening exists.
Section M – Membership: The Membership Chairperson will speak to all potential new members; maintain the membership Waitlist; communicate with the Secretary and Treasurer when a member leaves or a new member(s) joins the MWGA; communicate with the New Member Mentoring Committee when a new member joins; and work on marketing activities to promote new member recruitment and retention.
ARTICLE IX – ANCILLARY LEAGUES
Two ancillary golf leagues are open to current/active MWGA members who compete at local area golf clubs. It's an opportunity to network with women from other local golf clubs and to win prize money, based on total points accumulated, which the Treasurer will disburse out in cash at the Closing Meeting.
Section A – Foothills League
New MWGA members must play a minimum of three (3) eighteen-hole rounds of golf on a Thursday Play Day at Mooresville Golf Club before being eligible to play in Foothills League events. To maintain membership in the Foothills league, all MWGA members must play in at least three (3) eighteen-hole rounds on a Thursday Play Day annually.
Section B – Lake League
The Lake League was formed in 2002 and requires an additional fee to join. On play days, points (rather than prizes) are awarded for first and second place in each flight. In addition, a point is awarded for attendance on each play day. At the end of the year, prize money is distributed based on the total points each person has accumulated. The prize money is forwarded to the winner’s home club where the cash shall be distributed by the MWGA Treasurer at the Closing Meeting.
New MWGA members must play a minimum of five (5) 18-hole rounds of golf at MGC on a Thursday Play Day before becoming eligible to join the Lake League. If a player joins after July 1, they must play a minimum of three (3) 18-hole rounds of golf to qualify.
To maintain membership, all Lake League members must play a minimum of five (5) 18-hole rounds of golf on an MWGA Thursday Play Day annually. Also, in such years that there is a Waitlist, MWGA Lake League members must annually play a minimum of four (4) times in Lake League events to be eligible for membership the following year. Extenuating circumstances will be addressed by the Chairperson and the Executive Board.
A new member that joins MWGA who is also a member of another golf club that belongs to Lake League is considered a Dual Club Member. The Dual Club Member is required to continue playing Lake League with their original club. If a Dual Club Member later cancels her original club membership and requests to join MWGA Lake League, she must first meet all the requirements to join MWGA Lake League and will be granted membership in MWGA Lake League or will be added to the MWGA Lake League Waitlist.
An existing MWGA Lake League member who joins a Club that participates in Lake League is also considered a Dual Club Member. That existing member is required to relinquish her MWGA Lake League position and to play in the Lake League at her new Club as long as there is an available spot on the new Club’s Lake League roster. If she later cancels her Dual Club Membership and requests to rejoin MWGA LL, she must first meet all the requirements to join the Lake League and will either be granted membership in MWGA Lake League or will become the first person on the MWGA Lake League Waitlist.
ARTICLE X – MWGA RULES
Section A – All members must play ten (10) eighteen-hole rounds of golf on Thursday Play Days at Mooresville Golf Club each year to be eligible to play in the current year MWGA Championship. Qualification for the event must be completed one week prior to the MWGA Championship.
Section B – All members must play ten (10) eighteen-hole rounds of golf on Thursday Play Days at Mooresville Golf Club to be eligible for Most Improved Player award which must be completed two weeks prior to the closing meeting (to allow time for inscribing plaque).
Section C – Green Tees
The Mooresville Golf Club has implemented optional Super Senior Green Tees that have been course rated and sloped in GHIN.
Members must be either 70 years of age or older or have a Handicap Index of 30.0 or above to play from the Green Tees. Members with a temporary medical condition may play from the Green Tees with approval from the MWGA Board.
Members may play from the Green Tees during any Thursday Play Day.
Playing from the Green Tees will not be allowed in any Foothills or Lake League event.
Playing from the Green Tees will not be allowed in any Game Day in which gross scoring is used.
Committee Chairs planning a Special Event in which net scoring is utilized may elect to allow members and guests to play from the Green Tees only after receiving approval from the MWGA Board.
Any member who during the season reaches the age of 70 or her established Handicap Index reaches 30.0 or higher may elect to begin playing the Green Tees. If they choose to do so after verification from the MWGA Handicap Chair they have the following options:
Section D – Cancelling Play
While we recognize that members may need to cancel their attendance at events from time to time, it is imperative that proper notification is made to provide organizers with an opportunity to adjust pairings and to timely notify any members on a Waitlist of their eligibility to play. Therefore, the following cancellation policies shall be followed:
Members who do not show up to golf events without making the proper notification as outlined above will be subject to the following penalties:
All No-Shows and improper cancellations should be communicated to the President who will then send that information to the MWGA Secretary and Attendance Committee for tracking and enforcing penalties.
Extenuating circumstances resulting in a member being unable to follow the cancellation policies as outlined above will be addressed by the MWGA Executive Board.
ARTICLE XI – AMENDMENTS
These Bylaws may be amended at any MWGA meeting by a simple majority vote of the membership present, providing such notice has been written and posted, or communicated by E-mail at least one week in advance of the meeting. When the need for Bylaws amendment exists, the President shall appoint a committee that includes one current Board member.
These Bylaws were amended and adopted by vote of the general membership on February 27, 2025.

- The Vice President shall select The Nominating Committee and serve as committee chairperson. The Nominating Committee shall select candidates for the offices of President, Vice President, Secretary, Treasurer, and all Chairpersons. The slate of nominees shall be posted two (2) weeks prior to the Closing Meeting.
- Nominations may also be made from the floor, with the nominee’s acceptance, at the closing meeting before the vote is taken.
- When there are no nominations from the floor, the election shall be by acclamation. When nominations are made from the floor, election shall be by ballot, and the simple majority vote of members present shall elect.

If necessary, they shall keep a Waitlist of MWGA members who wish to join the League when an opening exists.
Section M – Membership: The Membership Chairperson will speak to all potential new members; maintain the membership Waitlist; communicate with the Secretary and Treasurer when a member leaves or a new member(s) joins the MWGA; communicate with the New Member Mentoring Committee when a new member joins; and work on marketing activities to promote new member recruitment and retention.
ARTICLE IX – ANCILLARY LEAGUES
Two ancillary golf leagues are open to current/active MWGA members who compete at local area golf clubs. It's an opportunity to network with women from other local golf clubs and to win prize money, based on total points accumulated, which the Treasurer will disburse out in cash at the Closing Meeting.
Section A – Foothills League
New MWGA members must play a minimum of three (3) eighteen-hole rounds of golf on a Thursday Play Day at Mooresville Golf Club before being eligible to play in Foothills League events. To maintain membership in the Foothills league, all MWGA members must play in at least three (3) eighteen-hole rounds on a Thursday Play Day annually.
Section B – Lake League
The Lake League was formed in 2002 and requires an additional fee to join. On play days, points (rather than prizes) are awarded for first and second place in each flight. In addition, a point is awarded for attendance on each play day. At the end of the year, prize money is distributed based on the total points each person has accumulated. The prize money is forwarded to the winner’s home club where the cash shall be distributed by the MWGA Treasurer at the Closing Meeting.
New MWGA members must play a minimum of five (5) 18-hole rounds of golf at MGC on a Thursday Play Day before becoming eligible to join the Lake League. If a player joins after July 1, they must play a minimum of three (3) 18-hole rounds of golf to qualify.
To maintain membership, all Lake League members must play a minimum of five (5) 18-hole rounds of golf on an MWGA Thursday Play Day annually. Also, in such years that there is a Waitlist, MWGA Lake League members must annually play a minimum of four (4) times in Lake League events to be eligible for membership the following year. Extenuating circumstances will be addressed by the Chairperson and the Executive Board.
A new member that joins MWGA who is also a member of another golf club that belongs to Lake League is considered a Dual Club Member. The Dual Club Member is required to continue playing Lake League with their original club. If a Dual Club Member later cancels her original club membership and requests to join MWGA Lake League, she must first meet all the requirements to join MWGA Lake League and will be granted membership in MWGA Lake League or will be added to the MWGA Lake League Waitlist.
An existing MWGA Lake League member who joins a Club that participates in Lake League is also considered a Dual Club Member. That existing member is required to relinquish her MWGA Lake League position and to play in the Lake League at her new Club as long as there is an available spot on the new Club’s Lake League roster. If she later cancels her Dual Club Membership and requests to rejoin MWGA LL, she must first meet all the requirements to join the Lake League and will either be granted membership in MWGA Lake League or will become the first person on the MWGA Lake League Waitlist.
ARTICLE X – MWGA RULES
Section A – All members must play ten (10) eighteen-hole rounds of golf on Thursday Play Days at Mooresville Golf Club each year to be eligible to play in the current year MWGA Championship. Qualification for the event must be completed one week prior to the MWGA Championship.
Section B – All members must play ten (10) eighteen-hole rounds of golf on Thursday Play Days at Mooresville Golf Club to be eligible for Most Improved Player award which must be completed two weeks prior to the closing meeting (to allow time for inscribing plaque).
Section C – Green Tees
The Mooresville Golf Club has implemented optional Super Senior Green Tees that have been course rated and sloped in GHIN.
Members must be either 70 years of age or older or have a Handicap Index of 30.0 or above to play from the Green Tees. Members with a temporary medical condition may play from the Green Tees with approval from the MWGA Board.
Members may play from the Green Tees during any Thursday Play Day.
Playing from the Green Tees will not be allowed in any Foothills or Lake League event.
Playing from the Green Tees will not be allowed in any Game Day in which gross scoring is used.
Committee Chairs planning a Special Event in which net scoring is utilized may elect to allow members and guests to play from the Green Tees only after receiving approval from the MWGA Board.
Any member who during the season reaches the age of 70 or her established Handicap Index reaches 30.0 or higher may elect to begin playing the Green Tees. If they choose to do so after verification from the MWGA Handicap Chair they have the following options:
- Change their tee designation on the Ringer Board to the Green Tees, delete all previous scores that were entered while playing from the Red Tees and begin entering scores from the Green Tees
- Keep their Red Tee designation but they MUST not make any further changes to the Ringer Board that season.
- Change their tee designation on the Ringer Board to the Red Tees, delete all previous scores that were entered while playing from the Green Tees and begin entering scores from the Red Tees.
- Keep their Green Tee designation but they MUST not make any further changes to the Ringer Board that season.
Section D – Cancelling Play
While we recognize that members may need to cancel their attendance at events from time to time, it is imperative that proper notification is made to provide organizers with an opportunity to adjust pairings and to timely notify any members on a Waitlist of their eligibility to play. Therefore, the following cancellation policies shall be followed:
- Thursday Play Days – If a member signs up to play on a regular Thursday Play Day, but then must cancel, she may do so by removing her name from the sign-up list no later than midnight on the Tuesday immediately preceding the Thursday Play Day. Any cancellations after this time must be made by calling the Mooresville Golf Club Pro Shop. If no one answers or the member gets voice mail, then the member MUST email the Mooresville Golf Club Pro.
- MWGA Special Events – Once a member signs up to play in a MWGA Special Event, but then must cancel, she must do so by immediately contacting that Special Event’s committee chair.
- Foothills or Lake League Competitions – A member may cancel out of any Foothills or Lake League event before the deadline posted in the Competition announcement. After the deadline, the member must follow the cancellation directions noted in the Competition announcement AND immediately notify the MWGA Foothills or Lake League representative.
Members who do not show up to golf events without making the proper notification as outlined above will be subject to the following penalties:
- First time within a season – Member will receive a verbal or written warning from the MWGA President.
- Second time within a season – Member will have one attendance day subtracted from her total attendance days required to participate in any Foothills event, Lake League event, MWGA Championship, etc.
- Third time within a season – Member will be suspended from the MWGA membership for the remainder of the season. The member may rejoin the MWGA the following season by paying her dues if there is no one on the Waitlist. If there is a Waitlist, then the member will be placed at the end of the Waitlist and will be allowed to pay her dues and rejoin when an opening becomes available.
All No-Shows and improper cancellations should be communicated to the President who will then send that information to the MWGA Secretary and Attendance Committee for tracking and enforcing penalties.
Extenuating circumstances resulting in a member being unable to follow the cancellation policies as outlined above will be addressed by the MWGA Executive Board.
ARTICLE XI – AMENDMENTS
These Bylaws may be amended at any MWGA meeting by a simple majority vote of the membership present, providing such notice has been written and posted, or communicated by E-mail at least one week in advance of the meeting. When the need for Bylaws amendment exists, the President shall appoint a committee that includes one current Board member.
